https://www.everyoneon.org/ is a place where you can get cheap refurbished computers and it looks like, if you prove you are on food stamps, you can get a years worth of 4g wifi for around $200. The bulk of that cost going towards the hardware.

Their computer prices honestly don't look that good. You can get comparable laptops on eBay for cheaper ($160 is what it showed for a laptop in my area). The internet looks like a decent deal, though, especially if you use VOIP for your phone through the hotspot.
